Replacing Windows in Philadelphia — Rowhome Realities

Openings that are rarely a catalog size, party walls on both sides, no side yard to work from, and a lot of houses old enough that how the work is done matters as much as what goes in.

  • No obligation
  • Availability varies by ZIP
  • No federal rule quoted from memory

Rowhomes are their own job

Measuring, access and making good all work differently here. Knowing that changes the questions you ask.

How the national figures are built →

Written for Philadelphia rowhome, twin and older-stock owners.

What a Philadelphia rowhome asks of a window

Four seasons, a shared structure on both sides, and openings that were made one at a time.

Openings made one at a time

Expect units built to the opening rather than pulled off a shelf, and expect the measure to decide whether the job goes well.

No side access

Everything arrives and leaves through the front, and upper floors have to be reached from the street or from inside. That is a method question and it belongs in the quote.

A real heating season

Heat loss is worth comparing on the certified U-factor figure, and air leakage separately — in an attached house, drafts are about fit rather than glass. ENERGY STAR's October 2023 criteria table, read 22 August 2026, certifies a Northern window at a U-factor of 0.22 or lower with a solar heat gain coefficient of 0.17 or higher, and air leakage no higher than 0.3 cfm per square foot.

What Philadelphia owners are deciding

Two of these are about the building, not the window.

  • Made to order or resized opening. Either the unit is built to your opening, or the opening is altered to take a standard unit. The second sounds cheaper and rarely is, because it brings framing, finishing and often the exterior into the job. Ask which one you are being quoted.
  • Designation on your block. If the property is designated, the appearance and sometimes the operating type are constrained before price is discussed. Find out before you shop rather than after a rejected application.
  • How the work is done. In older stock the work practices matter as much as the product. Ask what the contractor's method is, what certification they hold, and what containment and clean-up look like on a street where the next front door is a few feet away.

How a rowhome job actually goes

Installation guide →

Three steps, and two of them happen before anybody talks about a window.

  1. Settle designation and age

Find out whether the block is designated and whether the house predates 1978. Both settle things about the product and the method that no salesperson can settle for you.

  2. Have every opening measured

In stock this old the measure decides the job. Expect made-to-order units, and expect at least one opening that is not square once the trim comes off.

  3. Agree access and making good

How the upper floors are reached, how much sidewalk is occupied, and who repairs the reveals and trim afterwards. All of it before a number is agreed.

What moves a Philadelphia quote

Access and sizing do most of the work here.

  • Whether the units are made to order, which is usual in older openings, or come from stock.
  • How upper-floor openings are reached, and what has to be hired or licensed to reach them.
  • Whether the block is designated, which can constrain the product before price is discussed.
  • Whether lead-safe work practices apply, which changes method, containment and clean-up.
  • How square the openings are, and what making good the reveals involves once the old units are out.

The reliable number is an estimate for your address

We do not publish city price lists. Labor and product pricing move too much to be trustworthy, and no publisher we can cite has priced Philadelphia.

How estimates work

Build to the opening, or change the opening

Both are legitimate. They are priced differently and they carry different risk.

Units made to the opening

  • The original proportions of the facade are kept, which matters on a designated block
  • No framing alteration, so no new structural or finishing work
  • The exterior is disturbed less, which is easier between two attached neighbors

Altering the opening for a stock unit

  • Brings framing, interior finishing and exterior making good into the scope
  • Changes the look of the elevation, which may not be acceptable if the property is designated
  • Lead times can be shorter, which is the honest argument in its favor

Questions for a rowhome quote

Six that a company which works this stock daily will answer without pausing.

  1. How many measurements per opening is this quote based on, and what changes if an opening is out of square?
  2. Are the units made to order or from stock, and what is the lead time for each?
  3. How will you reach the upper-floor openings, and does that method need a permit or a street closure?
  4. Is my property designated, and have you checked rather than assumed?
  5. Does the federal lead-safe rule apply to this house, and can I see your firm certification?
  6. Who makes good the reveals, the trim and the exterior, and is that in this price?

Who to ask

Three bodies settle almost everything genuinely local about this job.

Licenses and Inspections

The city department that answers permit questions. Its pages did not respond during research, which is why no permit requirement is stated above.

Philadelphia Historical Commission

The body that answers designation questions. Establish designation before you shop, because on a designated property it can settle the product.

Environmental Protection Agency

Owns the Renovation, Repair and Painting Rule and states its scope. The pre-1978 threshold and the certification requirement above are quoted from it rather than summarized.

ENERGY STAR reads Pennsylvania as Northern apart from its southern edge and draws that map county by county, so your county rather than this page settles which zone you are in. The lead-safe rule above was read from the agency’s own material on 22 August 2026.

Philadelphia questions

No source we can cite has priced this city, so this page gives you the drivers instead of a number. In rowhome stock the ones that matter are whether the openings are a stock size or have to be made to order, how a crew reaches the upper floors on a street with no side yard, whether the block is designated and therefore whether the appearance is constrained, and whether lead-safe work practices apply to your house. National survey figures from Angi and HomeGuide are quoted and dated on our cost guide, and they are national figures.

Measure the house, then price the window

In rowhome stock the survey tells you more about the final bill than the brochure does.
